My fellow citizens: 各位同胞：

I stand here today humbled by the task before us, grateful for the trust you have bestowed, mindful of the sacrifices borne by our ancestors. I thank President Bush for his service to our nation, as well as the generosity and cooperation he has shown throughout this transition. 今天我站在这里，看到眼前面临的重大任务，深感卑微。我感谢你们对我的信任，也知道先辈们为了这个国家所作的牺牲。我要感谢布什总统为国家做出的贡献，以及感谢他在两届政府过渡期间给与的慷慨协作。

Forty-four Americans have now taken the presidential oath. The words have been spoken during rising tides of prosperity and the still waters of peace. Yet, every so often, the oath is taken amidst gathering clouds and raging storms. At these moments, America has carried on not simply because of the skill or vision of those in high office, but because We the People have remained faithful to the ideals of our forebearers, and true to our founding documents. 至此，共有四十四位美国人曾进行过总统宣誓。这一誓言曾在国家和平、欣欣向荣时做出过。然而这一誓词更曾在乌云笼罩和风暴袭来之时被宣读。美国人民之所以能够走过那些艰难的时刻，不仅仅是因为领袖的能力或远见；更是因为我们，我们人民，保持着对先人理想的忠诚，对我们国家创始文件的追随。

That we are in the midst of crisis is now well understood. Our nation is at war, against a far-reaching network of violence and hatred. Our economy is badly weakened, a consequence of greed and irresponsibility on the part of some, but also our collective failure to make hard choices and prepare the nation for a new age. Homes have been lost; jobs shed; businesses shuttered. Our health care is too costly; our schools fail too many; and each day brings further evidence that the ways we use energy strengthen our adversaries and threaten our planet. 国家正面临危机，这一点大家已经没有疑问。美国处在战争之中，面对一个有巨大影响力、充满暴力和仇恨的网络。我们的经济严重衰退。这来源于部分人的贪婪和不负责任，更由于作为一个整体，我们未能做出面对一个新时代的艰难决策。人民失去房屋、工作机会减少、商业活动遭到破坏。医疗保障过于昂贵，学校教育系统出现太多失败。而我们对能源的使用，日益让对手强大，与此同时又威胁着我们的星球。

These are the indicators of crisis, subject to data and statistics. Less measurable but no less profound is a sapping of confidence across our land -- a nagging fear that America's decline is inevitable, and that the next generation must lower its sights. Today I say to you that the challenges we face are real. They are serious and they are many. They will not be met easily or in a short span of time. We remain a young nation, but in the words of Scripture, the time has come to set aside childish things. In reaffirming the greatness of our nation, we understand that greatness is never a given. It must be earned. Our journey has never been one of shortcuts or settling for less. It has not been the path for the fainthearted -- for those who prefer leisure over work, or seek only the pleasures of riches and fame. Rather, it has been the risk-takers, the doers, the makers of things -- some celebrated, but more often men and women obscure in their labor -- who have carried us up the long, rugged path toward prosperity and freedom. 在重温我们国家伟大的同时，我们必须明白，伟大不是凭空而来的，而是赢得的。在我们的历程中，从来没有走捷径或是退而求其次。这一历程不是为懦弱者准备的，不是为那些享乐高于工作、只知追求名利的人准备的。相反，是那些甘于承担风险的人，实干家，创造者－－有些众人皆知，而更多的在辛勤工作中默默无闻－－是他们带着我们穿越漫长、崎岖的道路走向繁荣与自由。

Time and again, these men and women struggled and sacrificed and worked till their hands were raw so that we might live a better life. This is the journey we continue today. We remain the most prosperous, powerful nation on Earth. Our workers are no less productive than when this crisis began. Our minds are no less inventive, our goods and services no less needed than they were last week or last month or last year. Our capacity remains undiminished. But our time of standing pat, of protecting narrow interests and putting off unpleasant decisions -- that time has surely passed. For everywhere we look, there is work to be done. The state of the economy calls for action, bold and swift, and we will act -- not only to create new jobs, but to lay a new foundation for growth. We will build the roads and bridges, the electric grids and digital lines that feed our commerce and bind us together. We will restore science to its rightful place, and wield technology's wonders to raise health care's quality and lower its cost. We will harness the sun and the winds and the soil to fuel our cars and run our factories. And we will transform our schools and colleges and universities to meet the demands of a new age. All this we can do. Now, there are some who question the scale of our ambitions -- who suggest that our system cannot tolerate too many big plans. Their memories are short. For they have forgotten what this country has already done; what free men and women can achieve when imagination is joined to common purpose, and necessity to courage. 现在，有人还在怀疑我们的信心──他们认为我们的国家无法承担这样的重大计划。他们太健忘了，他们忘记了这个国家曾经取得的成就，他们忘记了当拥有了理想、共同的目标和必要的勇气，这些自由的人民曾经取得的辉煌成就。

What the cynics fail to understand is that the ground has shifted beneath them -- that the stale political arguments that have consumed us for so long no longer apply. The question we ask today is not whether our government is too big or too small, but whether it works -- whether it helps families find jobs at a decent wage, care they can afford, a retirement that is dignified. Where the answer is yes, we intend to move forward. Where the answer is no, programs will end. Nor is the question before us whether the market is a force for good or ill. Its power to generate wealth and expand freedom is unmatched, but this crisis has reminded us that without a watchful eye, the market can spin out of control -- and that a nation cannot prosper long when it favors only the prosperous. The success of our economy has always depended not just on the size of our gross domestic product, but on the reach of our prosperity; on our ability to extend opportunity to every willing heart -- not out of charity, but because it is the surest route to our common good. 市场力量的好坏不是我们的问题。市场在创造财富和推进自由进程方面是无可代替的，但是这场危机也提醒了我们没有审慎的监管，市场的力量将如野马一样脱缰──一个仅有财富的国家不可能持续繁荣。我们在经济上所取得的成功不仅体现在我们的经济总量上，也体现在我们的繁荣程度上，体现在我们为每个渴望成功的心灵所提供的机会上─这并非出自恻隐之心，而是我们实现共同利益的必经之路。

As for our common defense, we reject as false the choice between our safety and our ideals. Our Founding Fathers, faced with perils we can scarcely imagine, drafted a charter to assure the rule of law and the rights of man, a charter expanded by the blood of generations. Those ideals still light the world, and we will not give them up for expedience's sake. Recall that earlier generations faced down fascism and communism not just with missiles and tanks, but with sturdy alliances and enduring convictions. They understood that our power alone cannot protect us, nor does it entitle us to do as we please. Instead, they knew that our power grows through its prudent use; our security emanates from the justness of our cause, the force of our example, the tempering qualities of humility and restraint.
We are the keepers of this legacy. Guided by these principles once more, we can meet those new threats that demand even greater effort -- even greater cooperation and understanding between nations. We will begin to responsibly leave Iraq to its people, and forge a hard-earned peace in Afghanistan. With old friends and former foes, we will work tirelessly to lessen the nuclear threat, and roll back the specter of a warming planet. For we know that our patchwork heritage is a strength, not a weakness. We are a nation of Christians and Muslims, Jews and Hindus -- and nonbelievers. We are shaped by every language and culture, drawn from every end of this Earth; and because we have tasted the bitter swill of civil war and segregation, and emerged from that dark chapter stronger and more united, we cannot help but believe that the old hatreds shall someday pass; that the lines of tribe shall soon dissolve; that as the world grows smaller, our common humanity shall reveal itself; and that America must play its role in ushering in a new era of peace. 因为我们知道，我们拼凑组合而成的遗产是我们的强处，而非弱点。我们是由基督徒和穆斯林，犹太教徒和印度教徒，以及非信徒组成的国家。我们由取自世界四面八方的各种语文和文化所形塑。而且由於我们曾尝过内战和种族隔离的苦果，并且在走出那黑暗时期之後变得更坚强和团结，这让我们不得不相信旧日的仇恨终究会过去，部族之间的界线很快就会泯灭。随着世界越来越小，我们共通的人性也会彰显，而美国必须扮演引进新和平时代的角色。

To the Muslim world, we seek a new way forward, based on mutual interest and mutual respect. To those leaders around the globe who seek to sow conflict, or blame their society's ills on the West: Know that your people will judge you on what you can build, not what you destroy. To those who cling to power through corruption and deceit and the silencing of dissent, know that you are on the wrong side of history; but that we will extend a hand if you are willing to unclench your fist. 对穆斯林世界，我们寻求一种新的前进方式，以共同的利益和尊重为基础。那些想播植冲突并把自己社会的问题怪罪於西方的领袖，须知你的国民藉以判断你的，是你能建立什麽，而非你能毁坏什麽。那些靠着贪腐欺骗和箝制异己保住权势的人，须知你门站在历史错误的一边，而只要你愿意松手，我们就会帮忙。

To the people of poor nations, we pledge to work alongside you to make your farms flourish and let clean waters flow; to nourish starved bodies and feed hungry minds. And to those nations like ours that enjoy relative plenty, we say we can no longer afford indifference to suffering outside our borders; nor can we consume the world's resources without regard to effect. As we consider the road that unfolds before us, we remember with humble gratitude those brave Americans who, at this very hour, patrol far-off deserts and distant mountains. They have something to tell us today, just as the fallen heroes who lie in Arlington whisper through the ages. We honor them not only because they are guardians of our liberty, but because they embody the spirit of service; a willingness to find meaning in something greater than themselves. For as much as government can do and must do, it is ultimately the faith and determination of the American people upon which this nation relies. It is the kindness to take in a stranger when the levees break, the selflessness of workers who would rather cut their hours than see a friend lose their job which sees us through our darkest hours. Our challenges may be new. The instruments with which we meet them may be new. But those values upon which our success depends -- hard work and honesty, courage and fair play, tolerance and curiosity, loyalty and patriotism -- these things are old. These things are true. They have been the quiet force of progress throughout our history. What is demanded then is a return to these truths. What is required of us now is a new era of responsibility -- a recognition, on the part of every American, that we have duties to ourselves, our nation and the world; duties that we do not grudgingly accept but rather seize gladly, firm in the knowledge that there is nothing so satisfying to the spirit, so defining of our character, than giving our all to a difficult task. 我们的挑战也许是新的，我们迎接挑战的工具也许是新的，但我们赖以成功的价值观─辛勤工作和诚实、勇气和公平竞争、容忍和好奇心、忠实和爱国心─这些都是固有的。这些价值是真实的，是我们历史上进步的沈默力量。我们有必要找回这些真实价值。我们现在需要一个勇於负责的新时代，每一个美国人都体认到我们对自己、对国家、对世界负有责任，我们不是不情愿地接受这些责任，而是欣然接受，坚信没有什麽比全力以赴完成艰难的工作，更能得到精神上的满足，更能找到自我。

So let us mark this day with remembrance, of who we are and how far we have traveled. In the year of America''s birth, in the coldest of months, a small band of patriots huddled by dying campfires on the shores of an icy river. The capital was abandoned. The enemy was advancing. The snow was stained with blood. At a moment when the outcome of our revolution was most in doubt, the father of our nation ordered these words be read to the people: 让我们记住这一天，记住我们是谁、我们走了多远。在美国诞生这一年，在最寒冷的几个月，在结冰的河岸，一群爱国人士抱着垂死的同志。首都弃守，敌人进逼，雪沾了血。在那时，我们革命的成果受到质疑，我们的国父下令向人民宣读这段话：

America. In the face of our common dangers, in this winter of our hardship, let us remember these timeless words. With hope and virtue, let us brave once more the icy currents, and endure what storms may come.
